Ruby Rosselle “Ross” Tugade is a Filipino lawyer with experience in documentation, monitoring, and analysis of large-scale human rights violations in the Philippines. She is also a law and political science lecturer in two of the country’s leading universities and serves as a resource person for talks relating to contemporary human rights issues. Ross is a published writer on various academic and mainstream media platforms.
